To uphold the safety, efficiency, and integrity of our facilities, we have established a comprehensive set of rules and guidelines designed to protect both our operations and all individuals working on-site.


In accordance with these regulations, all subcontractors must obtain a Subcontractor License, which grants permission to perform work on PYS/PSY property in compliance with our established policies. Any individual or entity performing work within our facilities—except for the vessel owner or a person under their direct, full-time employment—is classified as a subcontractor and must enter into a formal license agreement with PYS/PSY before commencing any work.


Additionally, this Subcontractor License extends to work authorized by PYS/PSY at Fore Points Marina, ensuring that all subcontracted services meet the same professional and regulatory standards across our locations.

The rules and guidelines are as follows:

1.  Liability Insurance – Subcontractors must carry liability insurance with a minimum coverage of $1,000,000.00 and provide a Certificate of Insurance     to be kept on file at PYS/PSY or Fore Points Marina. (Fore Points Marina requires being named as additional insured.)


2. Workers’ Compensation Insurance     – Subcontractors must provide proof of workers' compensation insurance. If exempt, they must submit Form WCB-267      to the state and provide the assigned number after review. (A direct submission link is available at the bottom of the form.)


3. W-9 Form     – A W-9 tax form must be on file at PYS/PSY. Download this W9   pdf and re-upload to the form into the field above if needed.


4. Work Order Requirement     – Before starting any job, subcontractors must present a written work order agreement from the customer that outlines total job hours, parts costs, and the total estimated cost.


5. Final Invoice Submission     – Upon job completion, subcontractors must submit a final invoice detailing the total cost.


6. PYS/PSY Service Fee     – Subcontractors agree to remit 20% of the total invoice to PYS/PSY. (Not applicable at Fore Points Marina.)


7. Power Charges      – Any electricity used will be billed according to the current daily connection rate.


8. Work Hours      – All work must be conducted during normal operating hours, unless prior written approval is obtained from PYS/PSY management.


9. Sign-In/Sign-Out Policy     – Subcontractors must sign in and out each time they arrive or leave the property.


10. OSHA Compliance     – All work must comply with applicable OSHA standards.


11. Tools & Equipment      – Subcontractors must provide their own tools and equipment. PYS/PSY will not loan tools or equipment to contractors.


12. Environmental Agreement     – Subcontractors must agree to the Environmental Agreement before performing any work.


13. Hot Work Policy     – No hot work (e.g., welding, cutting) is permitted on-site without written approval and completion of a daily Hot Work Permit.


14. Individual Licenses     – All employees and agents of the subcontractor must obtain an individual license, sign this agreement, and comply with all listed requirements.

PYS/PSY will issue a “Subcontractor License” when all of the above has been satisfied or agreed upon. At any time, the “Subcontractor License” may be suspended or terminated at the sole discretion of PYS/PSY Mgmt. All Subcontractors must carry the “Subcontractor License” with them at all times and must show it when asked. If a Subcontractor fails to produce the license, they will be asked to acquire a license or to leave the property.
